The Central Nebraska Distance Education Cooperative (CNDEC) was originally funded by the Excellence in Education Council in April of 1998 with a lottery grant of $617,533 for nine schools:  Aurora, Blue Hill, Central City, Hampton, Nelson, Red Cloud, Sandy Creek, Silver Lake, and Sutton. In the fall of 1999, the nine schools, ESU #9 and Central Community College in Grand Island began sharing classes for the benefit of K-12 students. Educational Service Unit #9 is the administrative and fiscal agency for CNDEC.

Then NDE’s Distance Education Completion Grant provided distance learning equipment and JPEG connectivity to four schools in 2004 (Clay Center, Doniphan, Kenesaw, and Superior), and to two additional schools in 2005 (Adams Central and Harvard).

On Nov 9, 2006 LB1208 was passed creating three phases of DL upgrades from JPEG to IP transport technology, funded again by the Excellence in Education Council Lottery fund. During the summer of 2009 CNDEC schools, as part of Phase 3, upgraded their DL transport technology and became members of Network Nebraska. Giltner joined CNDEC at this time adding DL equipment to their school.
